We met with CFI and they felt the project was beyond them.

I'm a bit of a newbie when it comes to this stuff, but:

We need to maintain analog infrastructure (handsets, wiring, etc), have
multiple reception points, restrict external dialing to certain users,
restrict international dialing to certain users, need to cater for
emergency lines, busy call management, need to log all calls, account for
cost per call, etc.
