UCC got to ensure that we peer locally in Uganda. They specify that peering is a MUST and not necessarily where to peer, as long as all service providers peer. It is also not in the mandate of UCC to dictate what IP addresses one peers with. That is left to the discretion of the service provider. All service providers need to understand and see the value of the IXP. They need to buy into it. We have had meetings where top managers have rubbished the IXP and its purpose. There is need for ALL service providers to buy-in into the IXP.
