This morning i was at DICTS, discussing RENU (www.renu.ac.ug) as part of
ICT Director's Forum. If we still have ISPs playing cat and mouse games
over peering, how can we possibly be dreaming of their support when it
comes to setting up a Ugandan nREN?

And if UCC doesn't care what IPs the ISPs choose to advertise, i guess the
idea of an nREN becomes a taller order. Afterall, once it gets lit, members
would essentially constitute a Bandwidth Consortium, and start to purchase
from the open market. We shouldn't have to wave a cheque in their faces to
get peering as a standard.

As it is, if traffic is on a segment it shouldn't be, we all stand to lose.
But if NITA and UCC can't "force" some of these basics, then woe to this
nation...
