if the language is going to be a driver for digital divide closure! How will some one who only knows Acholi launch a web browser that is in Acholi on an OS that is in english!? I still think the impact might not balance the energies involved unless in particular for a web browser only or a mere application. Some one translating an OS might have a point in case and we can look at closing the digital gap but an application?
