Hi David, VSFTPD is broken on openSUSE 12.3 but PURE-FTPD works.
Install pure-ftpd Edit */etc/pure-ftpd/pure-ftpd.conf* as needed. Importantly, do NOT run "*rcpure-ftpd start*" Instead, edit */etc/xinetd.d/pure-ftpd* and change "*disable = yes*" to "*disable = no*" Then run "*rcxinetd restart*" and you should be up and running!
