Fix the laws of the land (and the incentives that make them a reality),
and the money will follow.

There isn't any attention being given to the importance and role of ICT
and telecommunications from the government. Then again, I am sure
ministries dealing with Health, Food Security, Urbanization, Transport,
Sports, Education, Energy, e.t.c., would all argue the same thing.
