Are you really sure that at least partly the late baroque expression by modulation did not come from the different interval structures of the non-ET keys? At least they used (perhaps without modulation) the differences of the (non-ET) keys for expression... If memory serves there were even cataloques of the mood of different keys. And of course they were often different - but so were perhaps also the favorite temperaments of the writers...
