Irregular scansion is hardly unique to Dowland - a problem familiar to all singers of any experience, commonly affecting every song of any length, from church hymns to sea chanties. The singer simply needs to prepare. For songs in a foreign tongue it may help to make a special edition which has the lyric carefully syllabicised and layed out below the notes.
