i haven't used it myself so can't recommend it personally but LedgerSMB
seems to be the commonly recommended answer to questions like this.

it's multi-user, web based, and used postgresql to store the data.

LedgerSMB was forked from SQL Ledger way back in 2006 because important
security issues were being ignored by the author of SQL Ledger....who
responded to the fork by relicensing SQL Ledger with an anti-forking
(ie. anti open source) clause in the next release, but quickly backed
down and reverted to GPL 2.0


The wikipedia page is short and worth reading, and also has a useful
table at the bottom of the page listing other accounting programs (incl.
open source).
