Thank you all, this is resolved, now.

I went back over all of the advice and checked everything, in doing so I found a floating file (swimming in the ether) and moved it to the plugin folder.  Then tried to export layers, but was unsuccessful. So I opened the export_layers.py file in a text editor and started reading. I stopped reading when I discovered a reference to the menu. And then I restarted GIMP and check the menu for Export and there it was "Export as layers" and my tired eyes were glad to see it.

I would expect to find the plugin folder in the ~/.gimp-2.10 folder not the ~/.config folder.
