The Reason for a category is - if Change Logs/Release notes were kept
in the wiki, it would make sense. They could be added to the cat and
make up a nice list. As the process is still in discussion, the way
how to structure the wiki can be adapted at the end. Just put a
forward then to the page you want.

This page could contain the list of past and upcoming releases as a
history list with links to the release for example. It could be a long
list after a while, so better separate it from the main page
(currently the cat).

Anyway, the release discussion should be finished before going too
much in detail here.
