Not that simple. I do not want to lose my chosen icon placement just because I happened to log in once on a small screen or chose to reduce the screen size for a moment. On the other side, I can live with the mandatory placement which LXDE has for the moment :) Note though that your proposed behaviour could become frustrating if I begin to use the new functionality and expect to find my icons where I left them.
