I believe that running

intltoolize -cf && autoreconf -if && rm -rf autom4te.cache

is pretty much enough. For packages that use gtk-doc (libfm and
menu-cache) it will require

gtkdocize --copy && intltoolize -cf && autoreconf -if && rm -rf autom4te.cache
