The best phrasing I've seen in active use is "Go to the address in the location bar", which Firefox uses, and, so far, I haven't been able to improve upon that. (The fundamental problem is that, if "Go to the address in the location bar" isn't enough, then the user is missing conceptual associations that are difficult to establish in a concise manner.)
