The best phrasing I've seen in active use is "Go to the address in the 
location bar", which Firefox uses, and, so far, I haven't been able to 
improve upon that.

(The fundamental problem is that, if "Go to the address in the location 
bar" isn't enough, then the user is missing conceptual associations that 
are difficult to establish in a concise manner.)

Also, for the sake of comparison, here's how other browsers and file 
managers handle it:
- Konqueror and rekonq just use "Go".
- Midori uses "Open a particular location" which is even more confusing 
than just "Go" since its use of the indefinite article "a" gives the 
impression it's going to do something like opening a menu rather than 
being associated with the specific location typed.
- All of my other browsers and file managers "solve" the problem by not 
having a Go button and requiring users to use the Enter key.
