Additional info: When the icons were not appearing in the window tabs,
the Panel Appearance setting was on /System Theme/, I do not know what
theme is being used.
With the Appearance setting on /Image/, using the default
background.png, the panel is also disappearing/reappearing as it did on
the /Solid Color (with opacity)/ setting, when window tabs are closed.
