And UTF-8 has a decided flaw, that special short-keeping rules are needed to 
the end that the shortest form actually is used. A slight change borrowed from 
Martin Davis s string-enumeration formula, and that is not needed, because 
there is only one encoding. Unhappily, that is another encoding, not this one.
