No, we should not. tex2lyx should use the same package.C, otherwise we
either get a maintenance nightmare or we risk that it uses other
directories.
The fact that you use something from src/frontend in src/support is simply
an interface violation. src/support is intended to be a library that can be
used on its own and does not depend on anything in src or frontend.
The simple fact that utils in package.C can _exit_ lyx is an interface
violation so please don't try to give me lesson about good interface.
