In my experience it's trial and error. Sometimes it's no longer possible
to just do 'svn update; make', and dist-clean is needed. Or even a fresh
checkout.
Is it ever necessary to do the checkout all over again?
"svn update" should get anything that's missing.
Apparently TortoiseSVN fails when a file has been renamed from 'status.C' to 'status.c' or something like that. Maybe it's windows that doesn't allow renaming when the change is only case sensitive?

I also think this does not work. However, Abdel just stated the contrary
and I have currently (and in the next future I hope...) no possibility
to check svn behaviour under Windows myself anymore.

That being said, I always try to use the latest version (here I have TortoiseSVN 1.4.3 installed). Maybe an older version is buggy in this regard.
