It's a format change. The problem it solves is due to some missed
cases way back in format change 249.

There are still some details to work out, lyx2lyx is currently failing

BTW, a simple lyx2lyx question, which will make life much easier: how
do I get to see the debug printouts?
Note also that both with and without this patch, lyx2lyx is failing on
the downconversion to 1.4/1.3, in exactly those cases which this patch
means to solve. So for example, if you load the attached files into
1.5, and then try saving them back to 1.4/1.3, it fails. This should
be fixed. I think that fixing this should be quite simple, it just
involves juggling with the pieces already in there now; I just
haven't gotten around to it yet.

I think I fixed the problem I was having, this patch now works. Please
try applying it and then converting as many files as you have lying
around from older version with it, just to make sure it doesn't break
anything. Jose --- could you also take a look at the code and see if
it's ok?
There's still the problem with downconversion (which exists before may
patches) --- I'll see if using this code I can now fix that...

I'm giving up for now on the downconversion problem. This seems to go
together with a lot of other lyx2lyx bugs that are open... I submitted
this as bug 4021 (http://bugzilla.lyx.org/show_bug.cgi?id=4021), as I
think it's slightly different that the open ones I saw --- here the
problem is with revert_utf8, not revert_unicode...
Anyhow, this has no bearing on the suggested patch. The patch is, I
think, correct, and should be applied and tested.
