Granted. But then, isn't it Vincent's task to decide this, and then he can pick those commits from 2.1.1-staging? I mean, after master is unfrozen?

Yes, that's entirely up to Vincent. But my understanding is that Vincent has already decided that nothing more will go into 2.1.0 except translations and critical bug fixes (though I suppose people can petition to have certain things included if they really want them in there). That's why 2.2-staging was created, so development wasn't frozen for however long it takes to release 2.1.0 for real.
