FWIW I agree with your analysis.

My point here is that we could try to help users dealing with this kind of
extensibility.

For example, we do not convert local layouts to new versions. We expect that the
user knows what is doing.

If there are examples where our tools can be used to help the user it would be
nice to know in order to accommodate for this user case.

Even although I know the low-level details of our formats sometimes is nice to
have tools that take care of most of the detail.
