Probably not. It was just to avoid surprises for users like the one
that prompted Riki to commit 60c6c3df. I thought that someone could
complain for that.
It's such a simple fix, I don't see any reason not to commit.
Actually, it had some issues related to the fact that I did not realize
that other checks were performed after I tried to account for already
loaded packages. So featues_loaded_ collected additions after that.
I reverted everything and committed (what I think is) the right patch at
67938587.
