Maybe another good reason for such a dialog is that you could add 
options fields for each of these packages.
The current behaviour, that the only possibility to add/ change options 
of an autoloaded package is the general "Extra Options" field in 
Document is not clean IMHO. Besides, it can lead to trouble if two 
packages use same option names.
And of course people want to use the options of e.g. Natbib 
("sort&compress" etc.), URL ("hyphens") and -- later -- bibtopic.
I think the "Extra Options" field should be only for the class options.
