Is that what OpenVPN uses?
Looking at
http://cvs.sourceforge.net/viewcvs.py/openvpn/openvpn/install-win32/
you can see the tell-tale sign of .nsi files, so it seems it is.
NSIS was originally written for WinAmp. It is the fastest and smallest installation tool I know of.
There are some add on programs, such as HM NIS Edit (http://hmne.sourceforge.net/) and the commercial Venis Ix (http://spaceblue.com/venis/) that help write the installation scripts, although it is pretty simple to roll you own from scratch if you are so inclined.
