To assure this, it would be the best to contact the author of the new spanish.ldf and Johannes Braams, the babel maintainer, to assure that this version will be part of the next babel release.
But powerdot should also work in Spanish using the existing Spanish babel support. Could you please report the problems you have with powerdot to Hendri Adriaens, the powerdot mainter?
