I think the "standard" linux programs for these tasks are xfig (drawing)
and the gimp (Photoshop-like). Both have layers. I have very
little experience with the gimp but I use daily xfig, so I could give you
hints of use. Xfig is actually very powerful, but not so much intuitive to
use sometimes. Anyway, there is plenty of docs.
I'm not sure it imports .tif files, though, although I know it works with
gif,jpeg,ps and others.
