In terms of drawing and otherwise manipulating the diagrams, I recommend
tgif. You would have to translate the tiff files to import (tgif, AFAIK,
imports postscript, or xbm, but not much else), but that is easy with xv
or pbmplus.
Xfig is an alternalte, but I have always found tgif to be more useful and
easier.
