Like "d" and "D" with additional overstroked minus. LaTeX this, and
you'll see:

\documentclass{article}
\usepackage[T1]{fontenc}
\usepackage[slovene]{babel}
\begin{document}
\verb|\dj| is \dj, and \verb|\DJ| is \DJ.
\end{document}

BTW, early babel implementations had wrong \dj character, which was
similar to Icelandic \dh. But this is wrong and was fixed, later.

I have reproduced Ivo's problem in LyX 1.0.0pre2. It seems that
this is indeed a bug, and somebody should inform authorities. :-)

There is no problem on Latin 2 keyboard (at least I can enter 8-bit
letter for \dj directly by pressing it). If I understood correctly,
the problem is on some workstations that do not have Latin 2 keyboard
(they tipically have US keyboards) and Latin 2 letters have to be input
by remapping the keyboard (e.g. you press "|" for \dj, "\" for \DJ,
"[" for \v{S}, etc.).

        Pozdrav,
          Roman
