Just because it's not in a distro doesn't mean you can't install it
yourself.  The license restriction only stops redistribution in exchange
for money.  Since teTeX is bundled on CDs by various companies that make
money from the goods on the CD the teTeX maintainer decided to remove
foiltex and a number of other very good packages from teTeX  at the 1.0
release.

Goto your local CTAN site and fetch foiltex and install it yourself.  The
license doesn't restrict personal use and I don't think it restricts
commercial use either it only restricts commercial redistribution.
