You can install foiltex manually (get it from CTAN).

If you will to use the seminar class, I suggest you use my unofficial layout:
http://www.math.tau.ac.il/~dekelts/lyx/seminar.layout
http://www.math.tau.ac.il/~dekelts/lyx/stdtheorem.inc
instead of using the layout file in the lyx distribution. My layout file is
used like slides.layout (which is documented).
Another possibility is to use a more modern class for presentations
(pdfslides, pdfscreen or prosper).
