make sure the kernel-sources (not only the kernel-headers) are
installed. As far as I understand it, forms.h includes underlying
system-code (forms.h->limits.h->posix1_lim.h...) and thereby depends on
the presence of kernel sources and glibc. The sources are certainly
available in your distro, don't know the name of the redhat-package.
