No, you shouldn't need the kernel-sources, just kernel-headers. However
sometimes the links get broken. You should see links similar to :
/usr/include/linux -> ../src/linux/include/linux
/usr/include/asm -> ../src/linux/include/asm
and importantly, something like :
/usr/src/linux -> linux-2.2.16
(i.e. check that ls /usr/src/linux does something useful)
