Oh. OK. This is one of the reasons I'm re-reading all the help manuals
because so much has changed since lyx-1.x.
$ grep -i chktex configure.log
INFO: checking for ChkTeX...
INFO: +checking for "chktex"... yes
\chktex_command "chktex -n1 -n3 -n6 -n9 -n22 -n25 -n30 -n38"
And it's still not on the Tools menu.
