1. Yes.
2. It shows that if you have no text selected (so that there is nothing to cut). If you select text and then hit Ctrl+x, it should cut the text. 3. I don't think you'll lose any commonly used shortcuts. I don't know if there are any obscure shortcuts defined in one bind file but not another. That said, if LyX is currently showing cua as the bind file, you won't lose any shortcuts you are currently using because you won't actually be changing anything.
