Language default for English in LyX 2.3 is latin9 (ISO-8859-15). This is independent of your OS defaults. IIRC ModernCV internally forces utf8, which causes an inputenc clash. LyX 2.4.0 will switch to utf8 as default for all languages. Jürgen
