- you should be sure, that you have the newest
  hyperref package, which is 2003-01-22  * 6.73n
  for Unix/Linux and 2002-09-12 * 6.72y for fpTeX
  and the newest for drftcite, which is
  version 3.9  (Nov 2001)

- put the \usepackage[...]{hyperref} at the very
  end of the preamble.

- make a demofile with only a \usepackage for hyperref
  and drftcite
