I don't think you do; at least I don't see any attempt to locate it in the 
configuration script.  My guess is that LyX just expects it to be on the 
command path -- which it should be.  MiKTeX should install bibtex.exe in 
its bin directory, and hopefully you have that directory on your PATH.

The fact that you didn't have latex $$i already set as your LaTeX->DVI 
converter makes me wonder if your installation was ever correctly 
configured.  This can be a problem with the native Win32 port, at least in 
my experience.  You didn't indicated whether you were using the Cygwin 
version or the native port, but I'm guessing native.  At any rate, what 
follows should work on either (except where noted).

What happens if you click Help | LaTeX Configuration?  It *should* open a 
LyX page showing what components of LaTeX were found during configuration.  
On my system, I get an error message ("not a LyX file"), but I don't know 
if that happens on other Win32 installations as well.  Assuming the file 
opens, check the date at the top (it should be no earlier than the date you 
installed LyX), and see if it lists "yes" next to packages you know you 
have.  Note that it will not list BibTeX.

If the file is too old, or does not show up at all, try Edit | Reconfigure, 
then exit and restart LyX, and see if that helps.  I have both the native 
and Cygwin ports on my system.  Edit | Reconfigure works fine on the Cygwin 
port, but doesn't work on the native port, and I don't know why.
