I found only two adequate programs:
WibTeX
http://wibtex.weithoener.org/
and
JabRef
http://jabref.sourceforge.net/
the latter requires an installed java-runtime.
I'll not include one of them to the installer because not everybody uses
BibTeX and the look and feel of the two programs is very different. I
added some links to
http://wiki.lyx.org/Windows/LyXWinInstaller
so that everybody can decide what to use.
