I've seen sodipodi (Sketch) mentioned in this regard. Have you tried

1. Open with inkscape.
2. Export to bitmap (huge resolution)
3. Open with the GIMP
4. Save as .eps

I've read that exporting directly from Inkscape as EPS
doesn't work so well (maybe not the most recent news) and
I don't know about the PStricks export.

My first attempt at this would be to export from inkscape
svg as high resolution png. Then use gimp to export to eps.

This is the area where the expertise of Herbert Voss shines.
