You mean "back to the 20th century", right? :-) My guess is that the proofreaders use the change tracking features in <grit.teeth>Word</grit.teeth> to indicate proposed changes. You can do this with PDFs if (a) the permissions on the files are correctly configured and (b) you have Acrobat (not Reader, which can at best do comments), but I suspect that's just more effort than the proofreaders (who are, at heart, bureaucrats) will tolerate.
All that said, I happily endorse any attempt to free the masses from the tyranny of the Evil Empire. If they won't do pen-and-paper, maybe they can be convinced to work with an unlocked PDF.
