Have you test hold down the left mouse button on the
+_with_arrow_heads and drag the mouse?
FWIW, I had no problems with earlier versions of lyx in moving the second
of the two icon bars up to the top row. This left one row with navigation
buttons on the end not visible.
Now there are three rows and the handles appear to be locked.
