Your installation seems to be completely broken, I therefore recommend
the "clean" way:
0. log in with admin permissions
1. uninstall LyX _completely (also uninstall older versions of LyX
afterwards if they are installed)
2. check that there are no LyX leftovers in the registry
3. uninstall Cygwin if you don't need it otherwise because LyX doesn't
need it
4. uninstall ImageMagick and Ghostscript if they are installed
5. log off then log in again
6. reinstall LyX using the small version of the alternative Windows
