This is more of a suggestion, but I would be surprised if there is
nothing out there conforming to APA and Chicago formatting guidelines.
If you are writing for a specific journal, chances are that they
provide LaTeX class file. Then you would only need to come up with a
LyX layout, which may or may not be straightforward.

Probably because it is very flexible. (At least many say so, and I
never tried it.) I think that our docs provide some info on this (look
into the Help menu), and Rob's forthcoming book should discuss it to
some length. Otherwise, you can always try the samples and examples
shipped with LyX, look for available layouts/modules/examples on the
wiki and scan CTAN for something that would fit.
