What you could do is define a fr_amsart.layout which is something like

The idea is that you redefine some properties of the amsart layouts
but keep the others. This ensure that your style will always be in
sync with the original version. You could also modularize things
better by putting all sections in fr_stdsections.inc, all amsmath
things in fr_amsmath.inc, etc.
If you want the language to be french by default, your best bet is to
create a template.
