If you are burning a new ROM for TS-DOS you may want to consider using
SARDOS. It is a merge of the Sardine and TS-DOS ROMs. I put Ken's path
in all three version to fix the Shift+down error. You end up with
TS-DOS, T-Word and Sardine in one ROM.
It's in the members file area under my name. I've been using it on my
NEC for about a month and a half.

TS-DOS has bug in it that causes shift-down to skip all the way
to the last page of files instead of showing the 2nd, 3rd, etc.
pages. I discovered the bug when I disassembled it a few years
ago and added a fix for the bug. This fix would be available if
you ran TS-DOS from REX, but not from ROM.
So yes, it is normal, although only becuase of the bug in TS-DOS.
