Ah that makes sense.

Well my components came in and I just built 2 boards. Destroyed 1 with my
grinder before even starting. hah

Now I'm waiting for a xilinx programmer to arrive. I don't know of these
are programmable with some other generic spi programmer or what. I haven't
looked into the software at all yet.
