Have you been able to replace the NiCd? Another thought would be to check the ROM socket is really making contact with the ROM. Over the years the spring contacts might not be so good. You could try plugging the ROM into a turned pin socket and then into the sock just to make sure there is a good contact.

Looking at it now whilst minding a little CNC mill making a calibration fixture for a microwave sensor (very slow and boring but it has to be done 😊 ) I’ll do some more investigation and probably be back with more questions.
