yes it can be fixed. go to apps, settings, accessibility and make sure
both accessibility and mobile accessibility is checked. If they are,
make sure nothing else is checked. Also, goto speech imput and output
and make sure you have another speech engine. If this happens only the
browser, chances is you choose the wrong browser.
