go to apps, settings, accessibility, you will need sighted help here, and check both accessibility and moble accessibility. If you have at&t Mobile accessibility, you can purchase it of course, but I would get TalkBack or Speel to use in that place. Then replace mobile accessibility with either talkback or speel in the above instructions.

Are you saying that you do not have speech outside Ma for all apps or

internet? If it is just internet related actions then try the following:
Go to settings under all apps, go to applications and select manage apps,
navigate left or right to all and press I or arrow down to internet and

press it to bring up the options. Select clear defaults if possible.

If all apps does not talk outside ma then you need to check the ma screen
reader under settings/ accessibility.
