Mobile accessibility is not needed for androids icecream sandwitch. Talkback comes preinstalled. However, if u want to have a better touch explorer time for a tablet, I would recommend u looking for a tablet running jelly bean. Touch explorer is much more better there and talkback will be more accessible. Then on ice cream sandwitch. Whatever tablet u get that has icecream sandwitch, I would ask rather or not if it will get jelly bean. If it does, go for it goo day.
